Abstract

The article refers to legislative and technical shortcomings of the Lisbon Treaty, resulting both from an artificial division of the Treaty establishing a Constitution for Europe in two Treaties, and lawyers' minor impact on the final version. These gaps can then be seen as an obstacle to bringing the EU closer to its citizens, which was one of the goals of the Lisbon Treaty.
